Generally we can find a good places on the travel magazines. I will introduce you my favorite places from those informations. I often visit those places.

Park

There is an entrance fee, but the park and garden are well tended and have a nice view. There might be a few restrictions, so you'd better to check out the homepage if you want to have some activity there.

One of the big and lively parks in Tokyo. Many kinds on people come here over the weekends. But it is also a calm and relaxing places.

There is a strong wind because of the seaside location, but it's a beautiful park. It might be too cold in winter.

The cherry blossoms light up the night when the season has come. You can enjoy yozakura(sakura in the night).

It's a chain of restaurants. I always go to an oomori-store. Really good.

Laqua is next to Tokyo-Dome. It is not so big, but they have some pretty good attractions (I recommend the roller coaster.)
